Add participant (Admin)

POST/manage/events/:eventId/entries

Register a 4S user as a participant (the registration is created as CONFIRMED). Requires the participantsWrite permission. Fails with EVENT_ALREADY_REGISTERED if the user already has an active registration, and with USER_IS_GUEST for guest users. Capacity and ticket stock are checked like self-registration.
